Though GIS is not only a Database Management System with spatial reference, but rather a potent tool of data processing by means of spatial analysis algorithms, we always acknowledge that a rigorous design and a careful database implementation are the essence of the functionality of any IS.

Without a good design or reliable data, it is doubtful to talk about Information Systems.
