

Today, an efficient management by government institutions is strongly related to the development of effective Information Systems. In this regard, GIS greatly extends the possibilities of conventional Database Management Systems (DBMS) by presenting the information distributed spatially.
This apparently simple fact, could radically change the way in which the planning and management of Ministries, financial entities, municipalities and other government agencies are managed. In particular, we can observe the success of Regulating Plans, Cadaster Systems (local and nation wide), and Urban Master Plans, among other applications, that depend intrinsically upon the development and maintenance of Geographical Information Systems.
